30 de julio de 2014 – La Fortaleza – “El acceso a la justicia que tienen garantizado todas las partes en un proceso judicial incluye, como requisito indispensable, el derecho a juicio en su fondo, descubrimiento de prueba y la oportunidad de ventilar esa prueba ante un juez imparcial. El recurso de certificación impide ese proceso. Ante ese exceso sistemático en el ejercicio de discreción del Tribunal Supremo de Puerto Rico, en el día de hoy le he pedido a la Asamblea Legislativa que en la próxima sesión analice con celeridad los proyectos ‘E-13-0053 (PC 1248 y PS-657)’ que le quitan a dicho foro judicial la discreción de negar juicio en su fondo a una de las partes.”
