
Governor Rosselló announces request for qualifications for energy storage P3 project
(June 22, 2018 – Washington, DC) Governor of Puerto Rico Ricardo Rosselló today announced along with the executive director of the Puerto Rico Public-Private Partnerships Authority (P3 Authority), Omar J. Marrero, the issuance of a Request for Qualifications (RFQ) for a utility scale energy storage project.
This project consists in the deployment of a utility-scale storage systems at various critical substation locations of the Puerto Rico Electric Power Authority (PREPA).
The introduction of storage systems will provide grid stability and peaking capacity, which will enhance the efficiency and reliability of the current energy and electric service in Puerto Rico.
“We are on our way to transforming the energy service in Puerto Rico and this project goes hand-in-hand with our vision of making a more resilient energy system. This energy storage system will be capable of providing energy to our citizens during an emergency or power outage and thus minimize the impact of these events,” said the governor.
For his part, the executive director of P3 Authority expressed that “this project has been evaluated through a desirability and convenience report that was made public on May 12, 2018. Although it was triggered by an unsolicited proposal, it is still subject to the same evaluation process as other projects and an open competitive procedure. We feel confident that at the end of the process we will have the best partner for this project.”
The RFQ is an open qualifications process by which the Government of Puerto Rico seeks to identify qualified companies interested in participating in a competitive procurement for the project.
The project will be procured pursuant to the Public-Private Partnership Act, which is the proven legal framework of Puerto Rico to allow private investment in public infrastructure projects.
Under this framework, Puerto Rico successfully procured the long-term concession of toll roads PR-22 and PR-5, where Goldman Sachs Infrastructure Partners is an investor, and the long-term concession of the Luis Muñoz Marín International Airport, the only full airport public-private partnership in the United States approved by the Federal Aviation Administration (FAA).

. The due date for the responses to the request for qualifications is August 17, 2018.
